A PO box is a locker rented in a post office. In Belgium, it is a bpost service: your mail is deposited there and, depending on the chosen formula, you access it permanently with a key or you collect it at the counter during opening hours. It is a receiving point, nothing more.
A letterbox is the physical equipment fixed to a street address, that of a home or premises. It is attached to a building that exists and is locatable.
A business address is an entirely different service: a specialised provider makes its address available as your company's address, receives the official mail addressed to the office, and allows this address to be recorded with the CBE. It is a real establishment address, not a locker.
Why a PO box cannot serve as a registered office
Every Belgian company must have a statutory seat in Belgium. It is the Companies and Associations Code (CAC) that imposes it, and the address of this office appears in the deed of incorporation, in the extract published in the annexes to the Moniteur belge, then with the Crossroads Bank for Enterprises where any third party can consult it.
This address must correspond to a real physical location on Belgian territory. PO boxes and fictitious addresses are excluded from it: the CBE does not accept a locker number as a registered office or unit-of-establishment address. The business address answers precisely where the PO box stops. A provider makes its address available as registered office, the address is recorded with the CBE, and the official mail addressed to the office is received then handled according to the contract. You obtain an identifiable business address without renting offices.
This activity is framed. The law of 29 March 2018 on the registration of company service providers requires every provider who supplies a statutory seat to register with the FPS Economy before operating. This protects you: the address you record with the CBE comes from an identified and supervised provider.
